The reason the ladders are not there is...
Bernard upon reading all that's been said about him, once topside and even tho injured, managed to pull the ladders up with him with the help of his cousin Swartzy. He then said "screw you all" and left, taking the ladders with them. The ladders are now sitting in the back of the get-away ambulance. Hopefully the crew will have a successful mission and RTB to kick his sorry a$$ back to Berlin. Hopefully via the long route.
And shoot his cousin too.
