I found that running my IXC at 13 meters w/ the snorkel deployed, lets me pick up contacts sooner than if I was on the surface with lookouts... Unfortunately, you can't detect radar that way & sometimes the snorkel is picked up & bombed

Put both your periscopes up, the crew will use them to look out for aircraft whilst you are not using them.
The down side is that it makes your visible and radar profile bigger.
