There was a recent case in Canada, where a child killer was let out on parole and then sexually assaulted a little boy at gun point soon after.
I don't know why people like this are allowed to walk the streets again at all, but I think there are plans in Canada now to make it harder for murderers and rapists to get parole (although I don't know the details).
