If I'm not mistaken. The used to put food on tow along (fake) periscopes to entice the seagulls to swarm it. Over a period of time the sea gulls would associated this metal pole sticking out of the water with food. Therefore, if the uboat was in a harbor and the birds saw the scope, they would swarm and this would alert the looks outs. This is what I heard, do not know if it was true.
