In some of the shots and videos which have been released as previews, there are indeed US ships in US harbours, including a CV, a New Mexico class BB, and a Fletcher class DD.
However, these are early shots and do not represent the final product. I do believe that there is a good chance that we will see friendly harbour traffic in the final release of the game though.
