Ok, first of all and I think you did it, get out of silent running. Get your men to the damage control room (F7 key and upper lefthand corner). Get an officer in there as well. I suppose I need to double check my slient running staus again, and get my POs into the repair crew. At least I know it can be done.
One thing though, will I get any type of visual conformation that they are working on the flooding?
Edit: Von Hesse answered that, but I may have an issue then, because I'm not getting the wrench.
