When you spot a ship you can send a contact report. It works much better if you have spotted a Convoy or a Task Force. If there are AI subs in your vicinity they MIGHT come and help out.
They are only surface craft really and can't submerge and can only attack with their deck guns.
More likely if you are in range of one of your Luftwaffe bases you will get help from them. This was a stock feature in vanilla SHIII.
