Just an FYI, a crew rating of "5" is an invalid entry... you may want to change them back to 4's.
Your statement that all the DD's in GWX are crew level 2-3 is
completely incorrect. There are lots of level 4 (elite crews) in there... and will likely be more later.
Some crews in real life were simply better than others. We kept a logical mix for the sake of randomness.
I will say that you DO NOT want to meet up with Johnny Walker's hunter-killer group... Black Swans applenty!
At any rate, changing the crew levels as you have is a VERY GOOD way to make them better at what they do.
