That's right. Above 256 you will miss probably all airplanes, and the higher the TC, the more chances to miss ships as well. On the other hand, the Atlantic crossing is worth higher TC. But in hunting grounds the less TC the more encounters...
It's been clearly explained with drawings by Letum in another thread. Like in all sims, there is a player "3D bubble" where the objects are calculated real time. All other outside are checked at timely intervals. The higher the TC, the longer the intervals and therefore increased chances to "hop" past the player bubble.
