They manned them, but sailors at the base level were generalists; they were taught the very basics of how to do things, but they could serve anywhere on the boat equally effectively (or
ineffectively, depending). Petty officers developed specialties, and could also serve anywhere, but were especially good at a particular field (gunner's mate, machinist's mate, et cetera). Officers promoted from the ranks had enough experience to be that good in several areas, and so they can have multiple specializations.
