They are SH3Commnder files
C:\Program Files\SH3 Commander\Cfg
The readme reads
Please unzip the contents of this archive DIRECTLY into your SH3 Commander\Cfg folder. You may like to backup the existing files first.

Typical - I didn't read carefully enough. They go to the SH3
Cmdr config file - not the
