If you are doing a fresh install, make sure to defrag your hard-drive before reinstalling. Also make sure all SHIII files and folders are removed from your machine. You will have to manualy remove some of them, such as the SHIII folder in 'My documents', as these are not removed during the uninstall. I always use a registry cleaning tool as well. Also it might be worth checking to see if you have the latest version of your soundcards drivers installed.
For soundcard acceleration settings, go to: 'Control panel', then 'Sounds and audio devices', click the 'advanced' tab next to 'speakers' then the 'preformance' tab. There you will find two slider controls, one labeled 'Hardware acceleration'.
