The Cruel Sea and other writings Nicholas Monsaratt complains that escorts didn't even do that. He says that for most of the early war all they did was dispatch one to pick up survivors and have the rest stay with the convoy. He states that the only time they ever actually attacked was if they were sure from the start exactly where the u-boat was.
I believe your version; it makes more sense. At least make a half-hearted attack to keep their heads down.
