Yes they can but you are applying this statement in a general manner. You can't just rollup and take the test, you have to go through the process of getting indefinate leave to remain first and then that is after one yar of being in the country legally.

After you get indefinite leave to remain you have to wait another two years to apply for citizenship which you can only do after you have passed the immigration exam (which my wife did incidentl, and I didn't) Then you can get citizenship. The immigration exam has nothing to do with asylum seekers. It is for legitimate immigrants like my wife. Yes you can take it as often as you want but once you have indefinite leave to remain citizenship just brings the addition of the passport.
