Im hitting them all dead center, sometimes they break in half, other times they just list over but never actually sink.  very frustrating

You need to aim for their wek points (fuel bunkers, engine room, etc) to get one shot kills. I get around 85% of my kills with one shot now since learning of this and it makes the job much easier.
