Yup, they do, it seems. But I reckon that seeing that the player does not spend too much time while in other ports looking at posters, it'll be all right.
In fact apparently even the British docks use the same textures as the German ones. An observant captain raiding a UK harbour noticed it was full of German propaganda posters
