MY THOUGHTS IN CONTEXT TO YOURS:
The II-A is a lower mediocre at best for usage towards raids in harbors and attacks on smaller merchant vessels. There are more downsides, however. The maximum safe depth is fairly dangerous when one must seek shelter from depth charge attacks. With stern shots impossible, defense must ALWAYS come from the front. The 20 MM machine gun is a "meh" when it comes to defense against aircraft. Crew is also a major problem. It's size makes it pretty bad when it comes to crew conditions. Morale can quickly break since it is cramped. If a crewman is killed or wounded, EVEN 1, you have a problem: your difficulty in managing your ship is increased. Lose six or more and it's only a matter of time before you will be unable to operate the U-boat. Flooding is also a very serious issue. Severe flooding is fatal in these small craft. You WILL eventually begin to sink deeper and deeper, and it will then be only a matter of minutes before you are brought to critical depth and your U-boat begins to creak and crack. Soon, maybe about 200-230 meters, you will take more and more damage before you are crushed by the pressure and sealed in your tomb.
CLOSING THOUGHTS: Take the II-D: dives faster, and has a greater depth it can sustain before taking damage. Goes faster underwater, too. Also, it reloads faster.
