When Norway was occupied by the Germans in 1940, were Norwegian ships allowed to continue flying their own flags, or were they forced to fly German flags?
In other words, should I have all Norwegian merchant traffic post-Weserubuing consist of Norwegian or German vessels

As a side note, I'm editing DefSide so that Norway is neutral after June 10th (leaving the fighting to a new Norwegian_Resistance "nation"), so don't take "glitches" such as frequent German air-raids on Norwegian shipping into consideration here.
