One reads the supplied documentation.
But yes, it is essentially as simple as deleting ALL of the Randomised events.cfg files.

To split hairs, no it didn't. Read the documentation. You're getting the effects of
sabotage confused with the effects of
malfunctions. The latter is "on" by default, not the former.
