The problem with this is attachment points that shift (periscope) and the fact that such a thing would have to be "always on" ...meaning that when you dive the boat... the pennants would still be visible under water... and the penants would not be dynamic based on your tonnage.
I don't feel that the benefits would outweigh the problems.
