Abomb, in order to tweak shells.zon among other files, you have to get SH3 mini tweaker. Get it from Timetraveller's site:

Read the instructions carefully and install the .tweak files.
For the 88mm cannon, choose "88_HE_shell" and for the 105mm, the "105_HE_shell".
Bear in mind that tweaking of the DG shell values is not really required. You just have to adjust to the new DG functionality and assist the ship to sink, shooting at / under the waterline. I know this doesn't sound fun when you come from 5 months playing the stock game, but this is how the game evolved.
And it will evolve more in the upcoming GWX (the Grey Wolves Expansion)...
