It depends on your Operating System.
If it is XP, Windows XP contains Windows Installer 2.0 and therefore can't be installed or upgraded by Microsofts redistributables. You have to do a reinstall of XP.

Their is no file for XP. It has to be a complete reinstall of XP or repair.
