IIRC Scapa is between 15-20mt at most.
I would suggest that you actually find a quiet area, stay a periscope depth & crank TC. The reason for this is if you are sat on the bottom you will be limited to a max TC of 8. (unless you changed it)
Edit - About GW changing the weather report. This was because the Nav Officer was never on deck to see what the weather was like.
