1) You can go anywhere you want when on patrol (that is, if you have enough fuel).

2) By returning to some other port than your home, you cannot upgrade your boat. You just get fuel and torpedos. So, it´s better to return to home.

3) You can take your boat to the American coast, there is traffic there. But remember, most of the traffic is neutral until 1941.
