I would hazard a guess that you're using the IX-D2, and the flashing screen is your Weapon Management Screen, which is accessed by pressing the "I" on the keyboard. 
If that's the case, then you've discovered a common bug that's been found by several simmers here over the past few months, and has been mentioned numerous times online as far back as 2005. It's happened to me, and rather than trying to put up with it, I just downgraded my sub to a IX-C.  |
