Probably not. But that's how the EU works. They threaten, withdraw, make a move less daring than the previous one and try to cut out a deal. If it works, good, if it doesn't, keep trying every so many years.

Probably not, it will pass in the parliaments having popular support or not. Only the Swiss are safe from the EU. If they want, they can become completely immune to it.
