Kpt. Cope - How is it that this man, under investigation, has been promoted from Sr. Liteutenant to Kpt. No 1 person is above the Party Line, regardless of circumstances. We strongly protest this matter and have forwarded it to a higher authority.

Kpt. Cope - At this stage in time we recommend that all further investigation in to this man be suspended. We would suggest that you wait untill public awarness has droped over this unfortunate and embarressing matter and then, when he least expect's it, make him disappear.
