That is a bug inherited from SH2....
EScorts leave the convoy and never return, so they sail away in a random direction. It could well happen that they are sailing paralell to you at some distance and you can't detect them, nor can you increase TC. Happens also with base-spawned units frequently.
Nothing we can do about it...sorry...just patiente until they move away.
