Theres no particualr advantage to using the c/38 flak gun, their single shot and the reload time sucks However, it is the ONLY heavy flak you can get (without cheating) before 1943, and only the type9 uboats are supposed to carry them. So you can live without em, but its a bell and whisle that should be avialable and function correctly.

And as i said, this is the IX/1 tower (singe 2 cm), not the IX/2 (double 2 cm) or the IX/3 (double 2cm Plus wintergarden for heavy flak)
