I think you will find you may have been sold a pirated copy of the game

.. Did you buy this on ebay by anychance? As that place is running rampant with pirated software. Even pirated Nintendo game cartridges of all things.

I know if you try to update SH3 that has been released by another entity other than Ubisoft you will get this error.

Or this error will happen if you are using the wrong no cd patch on the game.
