Something must have slipped away during your posting, me too I have close friends and cousins that imports Ferrari's, and the only car they could ever get me for 11000 $ CAN is a freaking cheap 1984 Ferrari Mondial, which I wouldn't touch even if you give it to me. Others models from Ferrari will simply never reach that low price.

Exactly what I was thinking...I don't know how good this friend is but that price is insane! For that kind of money what you should get out of a Ferrari is a 70's model that doesn't run, and needs a complete overhaul that will cost a boatload of cash.
Top Gear did a challenge a while ago where the hosts each brought an Italian supercar for less than 10,000 pounds, which is way more than $11,000 CAN and while they all looked cool, they drove horribly. It's a really funny episode-
