You don't install SH3Cmdr via JSGME - it's a stand alone, third-party add-on. Following kylania's post above should set you straight.
One suggestion though, please thoroughly read the SH3Cmdr Help.html file BEFORE running SH3Cmdr, so that you know exactly what you "are getting".
