In the US military it is common for an officer to hold a temporary rank one step above his permanent rank (and sometimes many steps above his permanent rank in war). If he then gets transferred to another post, he can drop in rank to his permanent rank. If he retires, he will retire at his permanent rank. I was in the Air Force, and this is how it worked there. I assume this is true for the Navy also.
