I'll say this. Using GW1.1a and SH3 Commander is a problem for Type IIs. I had the same problem, tried the fix everyone kept sending me to and still wouldn't work.

After reinstalling GW and SH3 Commander, still a no go.

Then tried playing SH3 without SH3 Commander...worked like a charm. Type II would reload.
