Russia has plenty of oscars sierras akulas and kilos they dont realy need the victors anymore however they are kept inservice to fill a tiny gap they dont often go to sea any more and the people who do crew them are generaly coming from the more advanced akula's.

Theres a big staff shortage in the russian navy even with conscription, so in order to keep boats at sea some sailors opt for tour and tour about (my way of saying it) it comes with financial awards too.

But the fire is not un common on the older boats the flame resistant materials all of a sudden become flamable, infact the victor 3's downwards are known to contain asbestos so when it catches fire it gives of a gas called cyonyde (gas used to kill the jews).

The new builds do not contain any asbestos this is the trouble with scrapping the subs the whole kola penenisular could have been compleatly clear by now if it wasnt for this substance. well maybe not all of it but a good lot of it.
