Your computer accesses all your drives and peripherals when it starts (after the MB does its POST, or Power On Self-test) and, depending on how it's setup in the bios, looks for the boot drive, usually C:. When it quiries your CD / DVD drives if there's a disc in it'll search for the boot command, delaying your computer's boot up (unless you happen to have a Windows OS disc sitting in there).
