Good suggestions. Also (if you haven't already) go to Start, Run, type in 'msconfig' (without the quotes), hit enter, that'll bring up the system config utility. Hit the startup tab and uncheck any programs you don't need starting everytime you reboot. If you don't know what something is, find out before unchecking! Don't uncheck anything from C:Windows\System32 or C:\Windows unless you're positively sure it's not a necessary Windows file. If you have any doubts leave it alone.

After you've made changes when you reboot a window will popup saying there have been changes in the system config. Check the "Don't show this message or launch the system config again" box. If you click on the Performance tab you can see the CPU Usage and other system information.

Low FPS could also be due to under-powered CPU / GPU.
