It was
SUPPOSED to bloody work on the XXI, but due to a coding error, the antenna destroys the snorkel.
It was one of the things on the "For the Sake of God, and All Else that You May or May Not Consider Holy, Please Correct This" list for patch 1.2. However, due to budgetary constraints, it was never implemented.
I blame God.
