oh hang on...i actually thought about this..(very dangerous i know -very un PC)

seagulls generaly fly out side of major buildings....AFAIK...
tea and biscuits are generaly consumed in the interior of buildings..canteens offices etc etc..

fast food (ie big buisness) is frequently consumed in the seagulls natural habitat (no not the store) ie outside..generaly speaking seagulls prefer the exterior of buildings than the interior ..more room to fly about i would guess is the general reasoning behind their preference and the lack of ability to open doors..

so...this is just another scheme to cut costs at the expense of workers...

leaving the real source of the problem ie macdonalds and the like...untouched and free to go about their buisness as they wish..

remember that old WW2 veteran lady who was charged with littering her local park with her sandwich "debris"??
on the logic that it attracted rats...?

and of course reducing the seagull population is easier than reducing the number and frequency of fast food outlets...

of course reducing the number and frequency of fast food outlets would have the knock on effect of reducing the tendency for folks to consume highly fattening produce...which aparently is one of the governments "prioritys"..

not at the expense of commercail concerns of course...

so ban the biscuits....pretend it's to prevent seagull attacks..

and every ones happy....happy yes i read about that once in a book....think they must have burnt that particular book..
