Well, it depends. If you're getting 60 FPS when there's lot of graphics to render (for example a busy harbor or an intense fighting scene in Doom 3 with lots of enemies) then that's good. It also depends on your screen resolution (can't change it in SH3 so it's irrelavent). It takes more processor power to render the same game at 1024 x 768 than at 800 x 600. And other graphic enhancers like AA (anti-aliasing - also missing in SH3), whether it's 2X AA or 16X AA (anti-aliasing smoothes the 'jaggies' so the graphics look smoother and more realistic) make a difference in frame rates.
