That is, if the ship's name is on her. I think that the sinking of POWs should give you a renown penalty, taking into consideration if you knew what the ship was carrying.

I think it would be very unrealistic. The location of POWs was not common knowledge. This is why there were the above mentioned tragedies. I would rather have a notiication and a penalty after the fact.
