The noise meter is a green submarine towards the bottom of the screen. It is turned on and off in the difficulty settings. Most people have it turned off, but it's useful when learning.
There are many mods and compilation super mods available, see the pinned threads on the SH3 modifications forum. They each have their good points. Many people cook up their own "mod soup".
GWX KC is new and from (mostly) the same people as GWX gold all those years ago. I think it's safe to say it is a lot better, very well tested and VERY painless to install. See Wolfpack345 tutorial on Youtube. Your monitor/graphics card has to be able to support 1920x1080 for it to work.
