Punkrockike, SHII Commander is not really a mod. It's a separate program that installs to a separate folder and interfaces with SHIII.

I'm only say that as mod need to be manually installed, or installed via the JSGME Mod installer.

JScones would tell you the same thing, as he developed SHIII Commander.
