If you have installed both versions of Sh3Gen plus the respective Frameworks, and the main form doesn't show up, something must be really wrong. This is just not normal behaviour, there is no explanation for the application not showing up.
Can it maybe have something to do with security?
You are clicking on the Sh3Gen desktop icon or Sh3Gen\Sh3Gen.exe , right?
Maybe you are just out of luck
