Do a 'custom' install, and do NOT allow it to install into any "Program Files" folder. Make your own folder, such as "Games" or whatever you want, and install in that. If you have multiple Steam games, and only one viable hard drive, the situation is more complicated. Read about it in Moving a Steam Installation and Games from the Steam Support site.

On top of that, running the game in the 'modern' Windows on 'modern' hardware does require you to set the SH3.exe Properties. I'm sure there is an SH3-specific post somewhere about this, but I am more familiar with SH4. Same difference though:

as an example. Just substitute "SH3.exe" for the "SH4.exe". Some experimentation may be required. Some folks don't have to change a thing. Others have to change 2 or 3, but others have to get into the deep stuff of preventing Windows "zoom"... Change one setting, such as "Run as administrator", give the game a run, and see what it does. Then move to the next setting.
