Yes, they do, but it's still wrong. Cognitive dissonance. They have to believe what they are saying, otherwise they have a justification problem with themselves that makes them look pretty bad.
Only the very youngest and inexperienced first and second-time voters can be given the freedom to experiment and try out what it's like to vote. But at some point you should start to learn from your bad experiences and realize what you get when you vote. And if you continue to vote from then on, then you really have no right to complain. You go from being an inexperienced follower to an active accomplice.
That's why they want everyone to vote so badly. That makes you an accomplice. And accomplices are no longer free from complicity in the misdeeds in which they participate.
Whoever legitimizes the crime through consent is as guilty as the person who actively carries it out. From some age and experience with life and people on you should know what and whom you are dealing with when voting for politicians and parties.
Its a bit like with this old quote about socialism: he who is no socialist when he is twenty, is an immoral egoist. He who still is a socialist when he is thirty, is stupid.
