SH3 without the DVD instructed update to 1.4, and the latest upgrade I had at that time was 1.4b. I just wonder how many players nowadays install from the DVD anyway. Even if HT147 does run it's nothing compared to later megapods such as NYGM or GWX. One of the best mods I found for even more
harbor improvements (though not traffic) is -"Harbor&Terrain_Expansion_MOD" by trainer1942 from 2007. Just one thing it does among a lot more is add towns and buildings where before there was no sign of human life beyond the immediate harbor.
