But whether a non citizen crosses our border illegally or legally and break city, county or state laws by doing so they are breaking federal immigration law as well.
Im not sure whos committing the crimes in LA but local police have been complaining about an increase in crime since 2019 and crime in LA has risen by 40% since 2020. Id wager much of that increase stems from poor control at the border or a failing judicial system.

You are right, you are not sure who's committing the crimes in LA, but I am curious where you got that 40% crime increase number; I choose to go straight to a reliable source, you know, the LAPD you say are "complaining about an increase in crime"; this is a link to the Official LAPD Crime Statistics for 2023:
LAPD RELEASES END OF YEAR CRIME STATISTICS FOR THE CITY OF LOS ANGELES 2023 --
https://mayor.lacity.gov/news/lapd-r...s-angeles-2023
Other than the "Traffic" category, crime is either down or has risen only by low single digits; I can't seem to find that elusive 4o% increase anywhere in there; you?...
There has been a loud and belligerent howl from rightwing media seeking to demonize Blue cities and states, but, when one looks at the actual stats, the crime rates in those places is either lower than the RW media loudly claims or has risen in some categories by far lees than claimed; there are not a few people in the alleged 'crime cesspools' who are scratching their heads over what the hell y'all are on about...
As far as your wager, as someone who has lived in LA well over 50 years, I can personally say I've seen it much, much worse in the past; and the bulk of our serious crime is the handiwork of home-grown street gangs and other organized opportunist who plague the city; border control on the Southern Border does us who are well north of the Border little good when the trouble is coming in, most often legally, through the airports and ports; if you really want to mitigate the effects of migrant crime, the whole system needs to be reviewed and revamped, not just a band aid of a wall...
