Just to expand, I didn't have internet for two days, my SH4 mods worked independently of Steam being available. I suppose it might depend on which steam games you have, but doesn't affect SH4 from my experience. I should have tried a bunch of them to see which ones were dependent. Of course I could just disconnect the lan cable and find out..
