You have to bear in mind, I grew up on a dirt road in Appalachia, a long, long time ago. "They was some flatlander pokin' around up here this mornin'. Keep yer eyes peeled. He might be a revenuer."
But even New York City would be more fun if they ripped up the pavement. It would greatly slow the pace of urban life. If you look at historical photographs of New York City during the spring rains, before they paved the streets, you can tell that things had to have moved at a much more tolerable pace.
